- Identify high-toggle cells - clock nets toggle at 200 percent, and signal-net activity is taken from VCD, TCF or SAIF data.
- More clock cells being clustered together in that region drives the local dynamic IR drop.

Reducing Dynamic Power
- Reduce the power-supply voltage.
- Reduce the voltage swing at all nodes.
- Reduce the switching probability (activity/transition factor).
- Reduce the load capacitance.
